All web hosts supports HTML, CSS and XML.
If you want to use ASP or ASP.net, then you will need a Windows hosting. Windows hosting is generally more expensive because the Windows license is expensive.
Linux hosting is usually cheaper. Linux hosting supports PHP (and of course HTML, CSS and XML). For web hosting, I strongly recommend Bluehost. Bluehost is reputable, reliable and they are established since 1996. Their support is excellent. You can get a hosting package from them at $3.95 a month http://www.100webhosting.com/web-hosting-review-bluehost/
Oh, you get a domain name for free when you sign up with Bluehost!
Hope that helps.
